The electronic monitoring of accused and sentenced persons is an innovative service that allows for the more flexible imposition of alternative sanctions (such as home arrest). Apart from the implementation the electronic monitoring of persons, the aim of the ESMO project was also to create an integrated information system for the probation and mediation service (IS PMS).
IS PMS is a complex information system for the probation and mediation administrative work with an integrated electronic system for monitoring persons. In a single user environment, it enables the probation and mediation service staff to administer the cases and files and, at the same time, to work in the mode of monitoring a person on whom a sanction or restriction controlled via the electronic monitoring was imposed. The system directly integrates all the standard methods of electronic monitoring for:
- the home arrest,
- a stay or movement restriction sentence,
- a restraining order,
- a ban on alcohol consumption,
- the voice verification of presence .
The system provides programme equipment for dispatching workplaces of the monitoring system which collects the data sent to the system from monitoring devices in the field, implements the logic of their evaluation and supports the processing of the states that arise.
In the Slovak Republic, alternative sanctions are included in the valid legislation; the system has created the conditions necessary for imposing them in practice. The department of justice has gained a solution which decreases the costs associated with the care of sentenced persons for whom alternative sanctions are more appropriate and also has positive effects on the social status of the sentenced persons as compared with custodial sentences.
In 2015, the project of Electronic monitoring of accused and sentenced persons was awarded the 3rd place in the category of Process Improvements of the ITAPA Prize contest.
The project was co-funded by the European Union, namely from the Computerisation of the Society operational programme of the European Regional Development Fund.
