The population register is one of the basic components of the modern e-government of the Czech Republic. It is among the so-called basic registers.
Reference data on natural persons is kept in the population register. The natural persons kept in the register include citizens of the Czech Republic and the EU, foreigners with a residence permit in the Czech Republic and foreigners to whom international protection in the form of asylum or subsidiary protection has been granted in the Czech Republic. The current relevant records are the data sources. The register shares the necessary data with the other basic registers, and it provides reference data for the other registers within the public administration domain.
ICZ is a supplier of the population register, and it also provides support and ensures that the system develops according to requirements of the Ministry of the Interior of the Czech Republic (namely, the Administration of Basic Registers , which administers the population register for the Ministry) and according to the legislative changes.
Characteristics of the customer
The Ministry of the Interior of the Czech Republic is the central body of the state administration for internal affairs, in particular for public order and security, for names and surnames, vital records, citizenship, identity cards, residence records, population and birth registration, travel documents, residence permits for foreigners, the territorial division of the state and others within the scope laid down in the Competence Act (Act No. 2/1969 Coll., on the Establishment of Ministries and Other Central Authorities of the State Administration of the Czech Republic, as amended). The Ministry of the Interior administers the population register through the Administration of Basic Registers.
Description of the problem being dealt with and the project objective
Prior to the implementation of the basic population register, there was no unique source of data on the inhabitants of the Czech Republic that has the status of reference and legally binding data shared across the public administration and has an updating process. The data administered by the basic population register was administered by the information system of the population records, the foreign information system, the information system for the registration of identity cards and the information system for the registration of travel documents. The conditions for sharing were not regulated generally in any legislation, and the data was thus shared between different systems under different conditions, whether it be legislative, procedural and technical data. Repetitive and unnecessary actions were thus carried out in the public administration information systems when identifying and verifying the data available to the public administration.
Access to the solution
From 1 July 2012, the basic population register has been the main source of data on natural persons, namely on:
- all citizens of the Czech Republic,
- foreigners with a residence permit in the Czech Republic,
- foreigners to whom asylum or subsidiary protection has been granted in the territory of the Czech Republic,
- other natural persons who must be registered in the population register under other legislation.
Reference data that is guaranteed to be up-to-date and correct by the state is registered in the population register for all these persons. Every change in the reference data is reflected in all other public administration agendas, and the citizen thus no longer has to visit a large number of offices to prove this change. For example, when there is a change in the name or the permanent residence address, the citizen only has to visit the nearest office at the place of residence to report this change and the other offices communicate the change amongst each other through the system of basic registers.
The benefits of implementing a system of basic registers for citizens who are in contact with the public administration:
- data kept in the form of reference data no longer has to be proven by the citizen or repeatedly filled into different forms,
- less time spent at offices,
- a higher level of protection for their personal data,
- a shorten timeframe for handling applications,
- reduced bureaucratic burden,
- whenever there is a change in the reference data, a free extract is sent to a citizen who has an established and accessible data mailbox. A summary record on the use of the citizen’s data in the population register for the previous calendar year is then sent to a citizen with a data mailbox on an annual basis.
The benefits implementing a system of basic registers has for officials:
- legal certainty about the accuracy of personal data on citizens,
- action connected to obtaining and verifying the data of citizens is facilitated,
- the uniqueness of reference data in the population register is ensured.
- extracts from the population register are also available through CzechPOINT,
- the reference data needed for all elections and referendums in the Czech Republic is providing,
- the transparency of elections is increased due to the generation of clear electoral lists.
